A native of Hamilton, Ontario, Canada, Corporal Oliver Baker came to the United States, where he received his art education from the Pratt Institute, the Art Students League. Thereafter, Baker studied in Paris. Later, he became assistant to the Treasury Relief Art Project. He, then, was commissioned by the Federal Arts Project
